JAKARTA — The Ministry of Villages and Development of Disadvantaged Regions (Kemendes PDT) alongside the Ministry of Law agreed on the entire main body (batang tubuh) of the Draft Regulation of the Minister of Villages and Development of Disadvantaged Regions concerning Inter-Organizational Unit Business Processes within the Ministry of Villages and Development of Disadvantaged Regions during a hybrid harmonization meeting held in South Jakarta on Wednesday (October 21, 2026).
The meeting was opened by the Director of Legislative Harmonization II at the Ministry of Law, Waliyadin, and chaired by Senior Legislative Drafter (Perancang Perundang-undangan Ahli Madya), Rizky Arfah, marking a crucial milestone in aligning organizational governance. The Head of the Bureau of Organization, Human Resources, and Bureaucratic Reform (OSDMRB) of Kemendes PDT, Hasrul Edyar, delivered the drafting report, noting that the document had undergone periodic synchronization since February 2026 with direct assistance from the Ministry of PANRB.

In his presentation, Hasrul Edyar explained that the formulation of the business process map yielded a total recapitulation comprising:
- 1 Level 0 Business Process,
- 8 Level 1 Business Processes,
- 39 Level 2 Business Processes, and
- 179 Cross-Functional Maps (CFM).
All drafts from each respective work unit received formal approval from Senior Executive Officials (Pimpinan Tinggi Madya), validated by initials on every sheet of the business process maps and submitted via official memoranda. Structural reinforcement regarding this business process mapping was also highlighted by Junior Policy Analyst from the Ministry of PANRB, I Putu Agus Prapta Adiyasa.

Meeting deliberations resulted in several technical and substantive adjustments. Key modifications included refining the title of the draft Ministerial Regulation to "Inter-Organizational Unit Business Processes within the Ministry of Villages and Development of Disadvantaged Regions," adjusting the list of supporting documents under Article 3 Paragraph (2), and refining the editorial phrasing of Article 4 Paragraph (2). Furthermore, Article 9 explicitly repeals Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 2 of 2022 concerning the Business Process Map of the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration.
As a follow-up action, the draft appendices of the ministerial regulation will undergo detailed examination by a Small Team (Tim Kecil) from the Ministry of Law. Once the Official Report of Harmonization Completion (Berita Acara Selesai Harmonisasi) is processed by the Ministry of Law, the draft document will promptly be enacted by the Minister of Villages and Development of Disadvantaged Regions prior to official promulgation in the State Gazette by the Ministry of Law.
