JAKARTA — The Bureau of Planning and Cooperation of the Ministry of Villages and Development of Disadvantaged Regions (Kemendes PDT) held a socialization meeting on the implementation of the State Civil Apparatus (ASN) Core Values, BerAKHLAK, at the 5th Floor Bureau of Planning and Cooperation Meeting Room on Thursday (November 5, 2026), to strengthen bureaucratic reform and institutional image.
The meeting, which commenced at 10:00 WIB, was chaired by the Head of the Administrative Sub-division of the Bureau of Planning and Cooperation and attended by resource speakers from the Bureau of Organization, Human Resources, and Bureaucratic Reform (OSDMRB), alongside staff members of the Bureau of Planning and Cooperation. The event was recorded by Muhammad Ainul Yaqin as Operational Service Administrator.
During the presentation, the resource speaker from the Bureau of OSDMRB explained that work culture serves as a foundational element in shaping civil service behavior and supporting the merit system. The articulated BerAKHLAK values encompass:
1. Berorientasi Pelayanan (Service-Oriented),
2. Akuntabel (Accountable),
3. Kompeten (Competent),
4. Harmonis (Harmonious),
5. Loyal (Loyal),
6. Adaptif (Adaptive), and
7. Kolaboratif (Collaborative).
According to the speaker, reinforcing this work culture relies on three primary pillars: internalizing core values, leadership by example, and policy support.
Interactive deliberations among participants also highlighted operational aspects and workplace ethics. Based on meeting proceedings, attendees raised queries regarding the operational boundaries of applying loyalty values and appropriate protocols for addressing directions deemed improper. Responding to these points, the resource speaker emphasized the necessity of analyzing context, delivering feedback ethically, and steadfastly maintaining integrity and compliance with prevailing regulations.
Furthermore, it was underscored that strengthening work culture must not stop at symbolic or ceremonial gestures. According to meeting conclusions, implementation must manifest in daily behavior through substantive study, knowledge sharing, benchmarking, and continuous mentorship. Future work culture evaluations will be executed via internal surveys and monitoring, rather than relying solely on the volume of physical evidence artifacts.
As a follow-up action to this session, the Bureau of Planning and Cooperation formulated several strategic steps. These include compiling and organizing supporting evidence for BerAKHLAK internalization, inventorying relevant activities for culture monitoring, encouraging the establishment of ASN behavioral standards across all work units, and conducting periodic coaching and socialization.
The meeting concluded with the expectation that all civil servants within the Bureau of Planning and Cooperation consistently, professionally, and sustainably embody BerAKHLAK core values in executing their daily duties to fortify overall organizational character.
