JAKARTA – The Minister of Villages and Development of Disadvantaged Regions (Mendes PDT), Yandri Susanto, proposed allocating 20 percent of revenues generated by the Red and White Fishermen Village (Kampung Nelayan Merah Putih / KNMP) program directly to Village Original Revenue (Pendapatan Asli Desa / PADes) on a sustainable basis.
This proposal aligns with Presidential Instruction (Inpres) No. 17 of 2025 concerning the Red and White Village/Subdistrict Cooperative (Koperasi Desa/Kelurahan Merah Putih / KDKMP), which mandates that 20 percent of cooperative income be funneled into PADes.
Minister Yandri highlighted that this financial mechanism is crucial to reducing village reliance on central government Village Funds (Dana Desa) and regional Village Fund Allocations (Alokasi Dana Desa / ADD).
"Under Presidential Instruction No. 17/2025, 20 percent of KDMP income enters village accounts as PADes. Given that coastal and fishermen villages host these operations, a similar regulatory framework should be applied. This ensures village administrations maintain direct operational stakes and accountability over these community assets," Minister Yandri stated during a Limited Coordination Meeting on the KNMP program at the Ministry of Marine Affairs and Fisheries (KKP), Central Jakarta, on Tuesday (September 15, 2026).
Furthermore, Minister Yandri emphasized the mandatory engagement of Village Heads (Kades) and Village Consultative Bodies (BPD) as foundational pillars for executing KNMP strategic projects across coastal villages.
He noted that Village Heads and the BPD serve as critical communicative bridges between central/regional governments and local residents, facilitating community socialization and ensuring smooth program execution.
"It is essential to actively involve village administrations so they do not feel bypassed or excluded. This reflects strong aspirations conveyed by numerous national village associations," Minister Yandri explained.
Minister Yandri also advocated for strategic integration between KNMP projects and local business entities, such as the Red and White Village Cooperatives (KDMP) and Village-Owned Enterprises (BUM Desa), to strengthen coastal economic resilience.
Historically, supply chains for marine harvests and fishery operational supplies have been dominated by large external vendors. This dynamic has eroded fishermen's profit margins due to overreliance on middlemen (tengkulak) and large distributors who unilaterally dictate market pricing.
"Collaboration with village business units—both BUM Desa and Kopdes—is imperative to serve as local suppliers and prevent market monopolization by large external vendors," Minister Yandri concluded.
The coordination meeting was attended by Coordinating Minister for Food Affairs Zulkifli Hasan, Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono, Deputy Minister of KKP Didit Herdiawan, and Deputy Minister of Cooperatives Farida Farichah. Minister Yandri was accompanied by Director General of PEID Tabrani.
