JAKARTA — The Ministry of Villages and Development of Disadvantaged Regions (Kemendes PDT), in collaboration with the National Civil Service Agency (BKN), conducted the 2026 State Civil Apparatus Profiling (ProASN) to objectively and measurably map the potential, competencies, and career preferences of personnel. A total of 429 Kemendes PDT employees were scheduled to undergo assessments across several BKN test locations from October 1 to 15, 2026.
This program represents a strategic effort to support competency- and potential-based civil service human resource management. The mapping outcomes are expected to serve as foundational considerations for career development, employee placement, workforce planning, and competency development within Kemendes PDT.
The central assessment sessions took place from October 13 to 15, 2026, at Computer Assisted Test (CAT) Laboratory 2, BKN Central Office Location in Cililitan, East Jakarta. A total of 404 registered employees completed the examination at this venue, divided into two daily sessions: Session I from 08:30 to 11:30 WIB and Session II from 13:00 to 16:00 WIB.
Meanwhile, regional test locations included BKN Regional Office IX Jayapura on October 1, 2026; BKN UPT Bengkulu and BKN Regional Office IV Makassar on October 8, 2026; and BKN UPT Ambon on October 15, 2026. Participant distribution across regional centers comprised 2 employees from the Jayapura Center, 4 from the Bengkulu Center, 12 from the Makassar Center, and 7 from the Ambon Center, bringing the total registered participant count to 429 employees.

Throughout the assessment execution, participants completed various measurement instruments using the CAT system. Tested materials encompassed Potential Tests, Managerial and Socio-Cultural Competency Tests, Digital Literacy, Career Tripatha (Tripatha Karier), and Talent DNA. These instruments were engineered to provide a comprehensive profile of individual capacity, task execution competence, digital proficiency, alongside career interests and potential.
The assessment suite comprised 531 questions covering Potential, Managerial and Socio-Cultural Competency, and Digital Literacy, paired with Career Tripatha and Talent DNA instruments. Career Tripatha utilizes Holland’s RIASEC framework to map career interests, while Talent DNA employs ESQ assessment tools. All test sequences were administered according to standard time allocations and guidelines established by BKN as the organizer.
To ensure smooth execution, participants were required to adhere to official codes of conduct, prepare physically and mentally for tests spanning approximately 3 hours, and participate in all scheduled assessment stages.
Through ProASN 2026, Kemendes PDT aims to accelerate the implementation of the Talent Management System through comprehensive employee profiling. This data will serve as valid, integrated baseline records within BKN's Civil Service Talent Management System (SIMATA). Moving forward, this mapping initiative forms an integral component of efforts to reinforce talent management and cultivate a professional, competent civil service workforce aligned with organizational requirements.
