JAKARTA — The Ministry of Villages and Development of Disadvantaged Regions conducted a harmonization meeting for the Draft Ministerial Regulation (Rancangan Peraturan Menteri / RaperMen) concerning the Awarding of Honors and Discipline Execution for Government Employees with Employment Agreements (Pegawai Pemerintah dengan Perjanjian Kerja / PPPK) within the Ministry of Villages and Development of Disadvantaged Regions, held at Executive Meeting Room 2, Main Building, on Tuesday, November 3, 2026, commencing at 13:00 WIB.
The harmonization meeting was attended by internal leadership of the Ministry of Villages and Development of Disadvantaged Regions, representatives from the National Civil Service Agency (BKN), and a team of legislative drafters from the Ministry of Law. The agenda opened with a presentation by the Head of the Bureau of Organization, Human Resources, and Bureaucratic Reform, who explained that the core substance of the draft regulation largely adopts BKN Regulation Number 1 of 2026 concerning the Awarding of Honors and Discipline for PPPK within BKN. Specific modifications were subsequently applied to accommodate the organizational requirements and PPPK formations existing within the Ministry of Villages and PDT.
Throughout the content review process, meeting participants confirmed alignment across the title, the preamble (menimbang considerations), and Chapter I, which encompasses 11 points of general provisions. Deliberations proceeded to Chapter II, Article 3, which was customized to align with the ministry's specific organizational structure. Furthermore, Article 45 was formally agreed upon following verification of past operational cases that posed handling difficulties due to the absence of a specific legal umbrella.

According to the Director of Civil Service Discipline, Work Culture, and Institutional Image at BKN, disciplinary components—encompassing obligations, prohibitions, classification of disciplinary sanctions, sanction imposition authority, to criteria for conferring awards—are fundamentally structured in harmony with prevailing BKN regulations. Following a joint analysis by BKN and ministry teams, the draft regulation was deemed compliant. Meanwhile, representatives from the Ministry of Law—comprising Rizki Arfah, Yulanto Araya, Moch. Yusuf Adinugraha, Ranti Fitriilmi Efendi, and Ayu Putri Wulandari—participated in reviewing several other articles, which were likewise declared compliant and agreed upon.
The formulation of this Ministerial Regulation is executed as a direct follow-up to the mandate of Article 52 of Government Regulation (PP) Number 49 of 2018 concerning PPPK Management, alongside Minister of PANRB Circular Letter Number 11 of 2023. Enacting this regulation directly impacts the establishment of legal certainty regarding award mechanisms and disciplinary enforcement for PPPK personnel within the Ministry of Villages and PDT.
As a follow-up action to this meeting, the Ministry of Law team is scheduled to immediately coordinate technically with the Legal Bureau team of the Ministry of Villages and Development of Disadvantaged Regions. This coordination aims to execute final editorial adjustments and issue the official Report of Harmonization Completion (Berita Acara Selesai Harmonisasi) for the Draft Ministerial Regulation.
