JAKARTA — The Ministry of Villages and Development of Disadvantaged Regions alongside PT Kliring Berjangka Indonesia (KBI) finalized the substantive contents of a Draft Cooperation Agreement (Perjanjian Kerja Sama / PKS) concerning the optimization of the Warehouse Receipt System (Sistem Resi Gudang / SRG) for Village-Owned Enterprises (BUM Desa) through a virtual coordination meeting held via Zoom on Wednesday (October 7, 2026).
This meeting served as a follow-up action to the Memorandum of Understanding (MoU) previously executed by both parties. According to the Legal Bureau of the ministry, the draft MoU is currently undergoing internal administrative processing and has been routed to the Bureau of Planning and Cooperation prior to further processing by the Secretariat General. The ceremonial signing of the Cooperation Agreement is scheduled to align with the ministry's official agenda on October 10 in West Bandung, though final timing remains subject to confirmation from the Public Relations Bureau and the Secretariat General.
During substantive discussions, both entities agreed to streamline the scope of cooperation to prevent expanding KBI’s obligations beyond its core duties and statutory functions. According to meeting disclosures, the collaboration centers on data exchange, supporting BUM Desa in utilizing the warehouse receipt system, capacity building, and facilitating integration with ecosystem partners. Regarding financing facilitation and market linkage functions, KBI affirmed that its role is not that of a direct capital raiser or commodity marketer, but rather as a connector and provider of relevant partner recommendations.
In addition to the operational scope, the meeting addressed the alignment of mutual rights and obligations, a three-year cooperation tenure, and integrity clauses. KBI emphasized the necessity of incorporating anti-bribery, anti-corruption, personal data protection, and conflict-of-interest clauses in alignment with corporate ISO standards. The Legal Bureau expressed no objections to these proposals, noting their alignment with government prudential governance principles. Meanwhile, concerning legal jurisdiction, KBI proposed the Central Jakarta District Court, whereas the Legal Bureau recommended the South Jakarta jurisdiction to correspond with the ministry's domicile.
As a follow-up measure, KBI is scheduled to prepare a standalone Non-Disclosure Agreement (NDA) draft to secure sensitive data exchanges. The Legal Bureau will conduct a final review of critical articles—such as dispute resolution mechanisms and legal drafting consistency—to ensure the document is ready for execution prior to the signing date.
