JAKARTA — The Competency Development Working Team of the Bureau of Organization, Human Resources, and Bureaucratic Reform (OSDMRB) of the Secretariat General of the Ministry of Villages and Development of Disadvantaged Regions held a virtual briefing session via Zoom for employees participating in the 2026 State Civil Apparatus (ASN) profiling.
The briefing was conducted to provide employees with a thorough understanding of the objectives, measurement scope, mechanisms, and technical preparations for the 2026 ASN Profiling (ProASN) execution. This program forms part of the National Civil Service Agency (BKN) policy aimed at establishing an ASN profile database to support competency development, career planning, talent management, and the merit system.
During the briefing, participants received detailed explanations regarding the four key dimensions measured in ProASN: managerial and socio-cultural competencies, individual potential, digital literacy, and career preferences. BKN specified that ProASN is administered using a Non-Assessment Center method with a maximum duration of 180 minutes. The resulting profile data serves as a strategic resource utilized by government agencies for civil service management and personnel development.
The Competency Development Working Team of the OSDMRB Bureau also provided operational guidance regarding test center procedures. Participants were instructed to prepare identity documents and Participant Cards, arrive prior to scheduled exam times, and observe regulations regarding items permitted or prohibited inside testing rooms. Attendees also reviewed procedures spanning registration and identity verification to the Computer Assisted Test (CAT) execution phase.

Beyond administrative preparations, the briefing covered the operational use of the ProASN application. Participants were guided through login procedures using their NIP (Employee Identification Number) or username and session PIN, candidate data verification prior to testing, question navigation, and the completion of career preference instruments alongside Talent DNA modules. BKN provides the computer-based ProASN application as the primary portal for civil service profiling.
Another key aspect emphasized was the necessity for candidates to complete the assessment objectively and truthfully. According to BKN, profiling results are designed to offer an accurate picture of an employee's potential and competence to inform career progression and talent management. However, ProASN results do not constitute the sole determinant for placing personnel into posts—particularly strategic appointments—as more comprehensive assessments remain required.
Through this briefing, the Competency Development Working Team of the OSDMRB Bureau expects all 2026 ProASN candidates to achieve optimal readiness across administrative, substantive, and technical dimensions. BKN is conducting nationwide ASN profiling through the end of 2026 as part of broader initiatives to build a comprehensive, data-driven civil service talent database.
